The first number on the index page, where Europe stands, comes from 20 measurements, five for each area. When a measurement has a goal, the score shows how far Europe has come: the EU wants 20 percent of the world's chip production by 2030, Europe has 9 percent, and 9 out of 20 scores 45. When there is no goal, the score is Europe's share, so 15 percent of the cloud market scores 15. Each area's number is the average of its five scores.
Half of them have a goal: eight are the EU's own, one is Arianespace's launch aim, and one, buy-European rules in procurement, is this publication's yardstick because the EU has set none. A score of 100 means a goal is met, which is not the same as Europe being sovereign. All 20 were checked on 31 August 2026, and the next check is due in December 2026. Rows marked (estimate) rest on a third-party figure or a judgement, and rows marked (weak) on an old or narrow source; the full evidence for every row is under its area on the index page.
