How to read it
Build & break is the quickest way in: pick a goal and the map fades, then lights every European option it has at each layer the goal needs. A layer turns green when Europe can field at least one option, red when it has none. The soft goals (a sovereign workplace, a sovereign cloud) come up all green. The AI and compute goals snap red at the same two rungs every time: the AI accelerator and the leading-edge fab. That repeat is the whole argument. A lit ring marks a credible European option, not a packaged sovereign product you can buy off a shelf: the map names the contenders at each layer, it doesn't crown a winner.
Full landscape shows every contender and every dependency across the eight layers. The score dots are a sovereignty read across ownership, jurisdiction, operations, supply chain, substitutability and exit. A low score is not a disqualification; it tells you where the risk lives. The partnership overlay wires up the named deals between players, coloured by deal type (see the key). "European-owned" spans the EU plus EEA/EFTA, Switzerland and the UK by ownership and control, but ownership and jurisdiction are different axes: a Swiss or UK firm (Proton, Arm) is European yet sits outside the EU legal perimeter, so it scores lower on jurisdiction even when the cap table is European. Each card's detail panel now carries a four-axis read: capability, jurisdiction, operational control and substitutability, the why underneath its tier. The axis lens recolours the whole board by any one of those axes (see the method page for the rubric). Show consortia draws a second, different graph: the Horizon Europe projects in which two or more of these organisations sit together, thicker where they share more projects. Read it as grant-channel proximity and nothing more. Co-membership in a consortium is not a partnership, the money is contracted rather than disbursed, and a grant is not a product; the per-organisation figures are in the grants view of the ledger.
