How to read the Monitor

A 90-second guide to the site: the four areas, the front page, and what each label on an item means.

Europe wants to rely less on others for its technology. The Sovereignty Monitor tracks whether it does.

Every item sits in one of four areas: policy and law, compute and infrastructure, defence and space, and industry, investment and R&D.

The front page reads top down: the lead story, then one column per area, newest first. At the foot of each column, the area's net direction since the first issue: moves towards autonomy, minus moves away.

Open an item and start with the grade. Verified: the primary document was opened and read. Reported: the primary document could not be reached, so the claim rests on a named secondary source, and counts at half weight.

Then read What it does not test: the limits of the evidence. A proposal is not yet a law.

How this item counts gives its weight in the Sovereignty Index, and which way it pushes.
