Follow one euro of European public money. Watch which flag it is wearing when it lands.
Europe funds sovereignty and then buys the hardware from outside it. This traces fourteen named cases from funder to the jurisdiction where the profit books, and holds each one against the eight tests that claim to define what sovereign means. Where a figure is not public the pipe goes dashed and says so. That gap is the finding, not a rounding error.

How to read it
Nothing here is estimated, modelled or derived. If a number is not published it is recorded as not disclosed and drawn as a dashed pipe. A dashed pipe is not a zero and it is not a data-entry gap: it means the public record stops there.
A confirmed zero is the opposite of a gap. Where a source positively establishes that no public money flows (the Dutch cabinet declining the compute offtake, the Bundestag confirming no federal funds to AWS, three separate confirmations at Sines), the amount is a sourced EUR 0, drawn in ink under a solid rule. It is a finding on the record, not a blank field. It is deliberately not drawn in the red that marks a non-EU jurisdiction, because a confirmed zero is not a flow in either direction.
Status words are not interchangeable. Pledged is announced intent. Committed is budgeted. Contracted is signed or adopted. Disbursed is paid. Spent is spent. A twenty billion euro programme is not twenty billion euros awarded.
Jurisdiction means where the parent is incorporated and taxed, not where the box was assembled or the building stands. Commission authorisation of national aid is not EU spending.
Test verdicts are this ledger's reading of published criteria against public facts. They are not certifications, and where asserting a legal conclusion would overreach the verdict is recorded as unassessed rather than guessed.
