The record took in 45 developments and 12 opinions this week, and 18 of the developments happened before the week began. Taken together they pushed Europe towards less dependence on suppliers, systems and law it does not control, and compute and infrastructure moved most.
The five that moved most
Mistral AI launches Mistral Large 4, trained and served on its own European infrastructure
Compute and infrastructure, 6 October, Verified. Mistral AI launched Mistral Large 4, a trillion-parameter model trained on 3,800 Nvidia GPUs in its own European data centres. It said the model runs end-to-end under European law, independent of other providers. Open weights follow by the end of October 2026.
What it does not test. It does not establish independent benchmark verification or confirm the open weights release proceeds as announced.
Civo breaks ground on first of 40 planned UK edge data centres for AI
Compute and infrastructure, 22 September, Verified. Civo broke ground on its first UK edge data centre, in Hertfordshire, opening at 8 megawatts and expanding to 38. It is the first of 40 planned sites in a 1 gigawatt sovereign AI network; five more sites totalling 150 megawatts are already secured.
What it does not test. Does not establish that the remaining 34 sites will be built, funded, or that the 1 gigawatt target will be reached.
Aleph Alpha releases Kolibri-1, a 78 billion parameter sovereign open-weight model
Industry, investment and R&D, 3 October, Verified. Aleph Alpha released Kolibri-1, a 78.1 billion parameter open-weight model trained in Germany and Finland under European law. The Apache 2.0 licensed model ships with no hosted API, targeting sovereign use in public administration, industry and aerospace.
What it does not test. It does not establish that any public body or industrial customer has adopted or deployed Kolibri-1.
European Parliament adopts EUR 115 million AGILE defence innovation programme
Industry, investment and R&D, 6 October, Verified. The European Parliament adopted the EUR 115 million AGILE programme, a new EU instrument giving SMEs and startups four month grants for disruptive defence technology such as AI, quantum and drones. MEPs passed it 536 to 101, with 16 abstentions.
What it does not test. It does not establish that the Council has formally endorsed the text or that any grant has been paid.
French local authorities launch Matrix network to replace WhatsApp
Policy and law, 14 September, Reported. ADULLACT and the Déclic network launched a federated, self-hosted Matrix messaging network for French local authorities to replace WhatsApp and Teams. A four-body pilot preceded a planned rollout to around 10,000 authorities from January 2027, with Tchap interconnection due by year end.
What it does not test. It does not establish that the rollout reaches its targeted 10,000 local authorities or that Tchap interconnection is completed.

Coming up next week
The calendar has the month, the quarter and the year ahead.
The archive of earlier months also gained 107 items this week.
Every item is drafted by an AI system from the source it cites, graded Verified (the primary document was read at the passage) or Reported (it rests on a named secondary source), and states what it does not test. Each item's page says whether the editor read it before publication, and corrections are made in the open. The monthly issue goes out at the end of each month.
