A voice is an organisation whose published positions the Monitor records as Opinion items: papers, op-eds, statements and consultation responses. The list is a chosen spread of positions, not a survey, and a place on it is not an endorsement.
An opinion records that someone argued something. It is never graded as fact, and it carries no weight in the sovereignty index until an institution acts on it. When an opinion answers a news item on the record, the two are linked on both pages.
For each voice we say who it speaks for and, where it says so itself, who funds it. A voice that does not disclose its funding is graded position only: its factual claims are marked Reported unless the Monitor can check the underlying document.
Voices are chosen to cover the main positions in the European debate, from alliance first to sovereigntist, and the list is reviewed as the record grows.
