Estonia receives the first payment under the EU's SAFE defence instrument

The European Commission disbursed EUR 351.6 million to Estonia, 15 percent of its EUR 2.3 billion allocation and the first pre-financing paid under SAFE, the EU's EUR 150 billion loan instrument for joint procurement of EU-produced defence equipment.

What it does not test. A loan disbursement, not a procurement: which equipment Estonia buys, how EU-content rules apply to the contracts, and the pace for other member states all remain open.

How this item counts. No movement: no answer to who owns, who operates, whose law governs or who made the parts changes. Weight 0. Loan pre-financing paid; no equipment/supplier decided, own/operate/parts unresolved. European Sovereignty Index
