German procurement law adds digital sovereignty as tender criterion from July

Germany's amended Section 128 GWB, in force from 1 July 2026, explicitly lists "digitale Souveränität" alongside security of supply as a criterion public buyers may weigh when awarding contracts, including for cloud and IT services.
