France's DINUM orders every ministry to cut non-European tech dependencies

DINUM held an interministerial seminar ordering every French ministry to file a plan cutting non-European tech dependencies by autumn 2026. DINUM begins moving its own workstations from Windows to Linux; CNAM shifts 80,000 agents to sovereign collaboration tools.
